Mr. Ivan Law, Group Chief Executive Officer and Founder of Talent Hub Group, together with Mr. Alex Lau, Group Chief Operating Officer, attended the “Money Lender Data Hub” briefing organised by TransUnion in their capacity as representatives of the Association of Financing Industry Practitioners. The session provided in-depth insights into the upcoming integration with the Money Lenders Credit Reference Agency (MCRA) and the new regulatory requirements following the consultation conclusions on enhancing the regulation of licensed money lenders.
The briefing highlighted key changes to the approval process for unsecured personal loans, particularly the introduction of a Debt Servicing Ratio (DSR) cap. Under the proposed framework, borrowers’ total outstanding unsecured loans across banks and all licensed money lenders will be considered, with caps set according to income levels. This marks a significant shift from isolated credit assessments towards a more comprehensive, cross-institutional credit evaluation model in Hong Kong.
From an operational perspective, connecting to the MCRA involves system development, data security compliance, reporting processes, and staff training, which may impose additional costs, especially for small and medium-sized money lenders. The Money Lender Data Hub serves as an intermediary platform designed to facilitate more standardised and cost-efficient system integration. However, platform fees, compliance upgrades, and adjustments to internal risk models remain key considerations for long-term operational planning.
